Starting in 2019 the central government through the Ministry of Communication and Information states that communities in the foremost and outermost areas (3T) in West Papua Province and three other provinces have been able to enjoy high-speed internet services.

In West Papua, the internet network can be enjoyed in several districts, including Manokwari, Arfak Mountains, Teluk Wondama, Maybrat and Bintuni Bay. In rural areas the speed can reach 10 Megabits and in urban areas 20 Megabits

This fast internet program is a government program called the East Palapa Ring Package program, where the government facilitates internet networks so that they can be enjoyed in regions that have not yet fully enjoyed cellular data networks.

The East Palapa Ring Package can reach 35 city districts that are difficult to reach in East Nusa Tenggara (NTT), Maluku, Papua and West Papua. According to the Ministry of Communication and Information, through the optical cable network in the Palapa Ring program, cellular operators in the near future can immediately enter the eastern region, including Papua and West Papua. At present all operators are waiting. They have already arranged to get into Papua.

The Palapa Ring program is the first Business Entity Cooperation (PPP) project in the telecommunications sector by applying the ‘Availability Payment’ (AP) payment scheme. This project involved PT Palapa Timur Telematics as the operator of Optical fiber cable installation from NTT to West Papua.

The Ministry of Communication and Information targeting the installation of internet network finished in the end of 2018. In 2019, all the community of Papua and West Papua can enjoy the high-speed internet services.

Through this program, President Joko Widodo wants the internet speed in all regions of Indonesia to be the same. Likewise about the rates imposed by each operator. The president wants all regions to have one price, one quality that is the same. Hope all regions do not have a gap and the people are no longer discriminate between Java and Papua or other regions.
